Untapped Potential - Mapping the Open Learning System

Using Calgary as a pilot region, this report maps the human capital ecosystem through three audits—demand, supply, and learning capacity. The conclusion of this mapping reveals a fragmented system of over 3,000 learning providers and 31,000 programs. The result is a disconnect between the supply and demand of human capital. The study presents a series of recommendations to enhance alignment, unlock the learning system's capacity, and tap the full potential of every citizen.
